AI facial recognition is employed in everything from public security to payment technology; smart glasses and helmets make it easier for many workers to perform their tasks; and intelligent robots have become a common sight in China’s service industry, in malls, restaurants, and banks. There seemed little doubt over who would win the tech race between the eagle and the dragon; but then came ChatGPT. It took months for China to launch its alternative, models which seemed to lag behind their Western variants in multiple ways. Even the minister of science and technology acknowledged that China’s chatbots were struggling against their US competition and Chinese internet users were left asking why – given that China was meant to dominate the AI era. Experts and bloggers proposed different answers: some suggested China was not the first to launch a ChatGPT-like product because tech start-ups in China tend to focus on fast applications rather than lengthy research and development. Others said that language model training in China was harder due to the rich and complex nature of the language. But many seemed to agree that it was the political sensitivities and the Chinese online environment – which is closely monitored and subjected to censorship – making the development of ChatGPT-like platforms more challenging in China. In the summer of 2023, Chinese authorities proposed rules for generative AI, mandating that AI-generated content, whether images or text, must align with the “core values of socialism” and must not undermine state authority, harm national unity, or spread false information. AI service providers were also mandated to prevent users from becoming too dependent on their services. By then, many of China’s tech companies had launched their own chatbots but it was nearly impossible for them to compete with ChatGPT – which is not accessible in the mainland – while navigating the many restrictions imposed by the state. In autumn, shares in the Chinese AI company iFlytek plummeted after one of the company’s AI tablets, aiding students in homework, generated an essay containing some critical notes about Mao Zedong. The incident resulted in punishment for iFlyTek staff and served as a warning to other players in the field that their AI models must operate within the guidelines and regulations of China’s strictly governed cyberspace. But does all of this mean that China’s AI revolution is losing momentum? Not at all! Whether among the party or the people, young and old, or urban and rural – AI developments are affecting all layers of society. AI-powered social media live streaming apps, and e-commerce platforms play a pivotal role in China’s digital economy. Thanks to new AI technology, business owners can now purchase their own deepfake influencers to work and sell for them at all hours of the day, offering unprecedented opportunities to small Chinese entrepreneurs. The popularity of these deepfakes exploded on e-commerce streaming platforms in 2023. New digital employees can not only answer customers’ questions but also gauge if they are smiling, knowing when to keep their answers short. One such digital avatar was named employee of the year at a Chinese real estate developer. Baidu recently announced its grand plan to boost rural economic development by helping 100,000 Chinese farmers sell their products via virtual livestreamers internationally. Meanwhile, Chinese authorities are working with big tech companies to make Communist Party messages as appealing and accessible as possible to Chinese people of all ages. The state newspaper the People’s Daily has introduced a virtual presenter. Despite the success of ChatGPT, the past year has made it clear that it’s perhaps time to shift our focus away from the perceived “AI race” between the West and China, and instead focus on their different approaches. China emphasises a balance between economic growth and political stability. The central government’s tight control over digital developments has meant the emphasis is on cyber sovereignty, collective support, “national harmony” and maintaining power within the party.
In contrast, the West places a stronger emphasis on AI applications that promote individualism, personal autonomy, decentralisation, and globalisation – bringing with them their own set of debates over how to find the balance between individual rights and broader societal interests. The way AI is applied in the West is not necessarily suitable for the Chinese market, and vice versa. The arrival of ChatGPT shows the unique paths of the eagle and the dragon, each engaged in their own race on different tracks. This doesn’t mean there’s nothing to learn from one and another – we just have to go beyond competitive thinking and beyond geopolitical implications. Recent weeks have witnessed a slew of legal actions, with both prominent and lesser-known news outlets, comedians, authors, and various creative professionals asserting that their intellectual creations are being unjustly appropriated to fuel the very artificial intelligence that poses a potential threat to their livelihoods. A notable lawsuit was initiated by the venerable New York Times, accusing OpenAI and its proprietor Microsoft of illegitimately harnessing millions of journalistic pieces to train expansive language models—creations that could potentially supplant the search traffic that serves as revenue stream for both tech platforms and publishers. The issue at hand is twofold. Not only are publishers and content creators not receiving equitable compensation for their contributions to training these models, but AI also stands on the precipice of severely disrupting the mechanism through which consumers seek information online. It threatens to overshadow the past two decades of Big Tech's relentless profit extraction from content creators. 9Presently, when individuals employ a search engine to access information, the displayed results may direct them to creators' websites. Subsequently, creators can monetize this traffic through digital advertising—a symbiotic, albeit imbalanced, relationship. Since Google introduced the business model of advertising against search in 2000, content creators have been subject to the revenue-sharing terms dictated by Big Tech, often at their mercy. This dynamic began to shift a couple of years ago when Australia, followed by Canada, compelled tech platforms to negotiate payments with publishers. While a step in the right direction, the fees negotiated have fallen short of what many experts consider fair compensation. A recent study by scholars from Columbia University, the University of Houston, and the Brattle Group quantified this shortfall. They approximated that if Google allocated 50% of the value created by news content to U.S. publishers, it would translate to an annual payout between $10-12 billion. However, in reality, even one of the largest news publishers, the New York Times, receives a mere $100 million over three years. Now, AI is poised to render even this asymmetrical relationship obsolete. When users pose queries to a chatbot like OpenAI's ChatGPT or Google's Bard, they no longer navigate to creators' websites. Instead, they receive answers directly, remaining within the walled garden of the respective Big Tech Company that owns the artificial intelligence platform. The fact that the AI has been trained on the much copyrighted content it aims to bypass adds further insult to injury. This concern isn't confined to traditional content creators alone. Brands are venturing into creating virtual social media influencers using AI, bypassing the need to pay the substantial fees charged by real influencers. The strikes by Hollywood actors and writers last year also revolved around the descent into a race to the bottom, where an increasing number of creative, white-collar roles will be automated by software. This marks the ultimate and, perhaps, inevitable inversion of the initial purpose of the World Wide Web—to assist users in easily finding and navigating the multitude of original web pages as the Internet gained popularity. As Google co-founder Larry Page stated in 2004, the aim was to "get you out of Google and to the right place as fast as possible." However, as Google and other tech platforms expanded, the objective shifted to keeping users within their ecosystems. Exclusive deals with companies like Apple and Samsung, along with acquisitions in digital advertising, mobile operating systems, and social media, were strategies to monopolize more of the online territory and retain users on their platforms. This is how Google came to dominate search, dominance inherently reliant on the appropriation of copyrighted content. In some aspects, AI disrupts this model. Currently, it is Microsoft's OpenAI, not Google's Bard that holds sway. Yet, in another sense, AI represents just another chapter—perhaps the final one—in the saga of surveillance capitalism. The core objective remains the extraction of user data and attention, selling it back to users in ways that reduce input costs and boost profit margins for platforms. A recent lawsuit filed by the Arkansas news organization Helena World Chronicle, a class action against Google and Alphabet, argues that the "unlawful tying" arrangements, where the search giant misappropriates publishers' content and republishes it on its platform, are "only extended and exacerbated by Google's introduction of Bard in 2023." The chatbot, trained on content from publishers ranging from the Helena World Chronicle to the Washington Post, has not compensated any of them.
Whether or not chatbots ultimately supplant traditional search methods, the victors in this latest phase of surveillance capitalism are undoubtedly the Big Tech companies. One can only hope that they are held accountable for the value they've extracted. |
